The Main Menu is displayed when HRE starts and initially consists of only a few items:
If you have opted to reopen the last viewed Project, then this will open instead, with the full menu bar in view.
All the displayed menu items are at least partly functional at this stage of HRE execution.
To see the full menu, a Project must be opened, at which point the menu changes to:
